Barnet Council Members Allowances - top secret?

Barnet Council have yet again shown their utter disregard for the public by withholding the value of allowances paid to member for the year 2010-11. We are now in the financial year 2012/13 and the accounts for 2011-12 were published last September, eight months ago. But what about payments to Councillors. They remain unpublished and a Freedom of Information Request today has told me:

"Information for 2010-11 will be published on our website later in the financial year. This information is therefore exempt under section 22 of the FOIA, which exempts from disclosure information intended for future publication. This response therefore acts as a Refusal Notice".

Well I say to Barnet Council - PULL YOUR FINGER OUT! If it takes more than a year to publish the allowances paid to 63 councillors then either your systems or the people running them are failing.

Who’s Got A Nice Big Pension Pot?

First of all massive thanks to the eagle eyed Mr Mustard who tipped me off to this story.
Last year, having reviewed Barnet Council’s annual audit, I noticed that a few members of staff had been paid, in total, over £1 million in compensation for loss of office (when staff leave their job). At the time I remarked about the very significant sum paid to the former Executive Director for Environment and Development who received £280,485 upon leaving the Council.

So it was with interest that I reviewed the London Development Agency Statement of Accounts for the year ending 31 March 2010 to see that a certain Mr A Travers had received just £8,575 compensation for loss of office when he departed from the LDA. A modest sum by all accounts but then again he did receive £162,595 in salary. However, when you scan across the line a rather large figure jumps out. Pension contributions £437,797 of which, £417,473 was paid as early retirement costs.

It also notes that Mr Travers was seconded to London Borough of Barnet from January to March 2010 at a cost to the Borough of £44,957 including salary and on costs. So Mr Travers was employed by the LDA; he was then seconded to Barnet Council for three months from January to March 2010 and then very neatly he started his consultancy contract through Halliford Associates at £1,000 a day with Barnet Council on 12 April 2010. Very convenient timing for someone who had just received such a large pension fund top up for “early retirement costs”.
At a time when everyone is suffering hardship it seems that some are suffering less than others.

Oh and by the way, I thought I would have a look at the Board of the LDA at the time to see who was a member these events took place. What a surprise when I saw that a certain Cllr Michael Freer from London Borough of Barnet was one of the board of the LDA at the time.

Perhaps I should leave it there and let people form their own views.

Misleading Supplier Payments list for 2010/11 - an Open Letter to Mr Travers

Dear Mr Travers,

I write to you in your role as the Council’s Chief Financial Officer. As you may know, I take a great deal of interest in how the council spends council taxpayers’ money. As part of my scrutiny of the annual audit process I have made a number of requests for further clarification based on the Supplier Payments list posted on the Council’s website. In the past I have found a number of errors with this list but at least I believed that they were drawn from a list of supplier payments (which is only reasonable to do as they are called Supplier Payments).

As part of my review I found a number of duplicate entries on the list which suggested that payments had been made twice and which significantly alarmed me. However, I now find out that the Supplier Payments list for 2010-11 posted on the council’s website is based on a goods receipting system and not on actual payments. Not all credits were shown on this system and as a result the figures shown are unreliable. For example there are two payments for £258,153.96 listed in the Supplier Payments for August 2010 when only one payment has actually been made according to the SAP system.

I have been told that for the financial year 2011/12 all credits are being shown as well, so this should give a more accurate picture. In addition, the council is working with Logica to get a direct automated report from the SAP system (£23 million spent to date) which will show payments on a cash basis rather than an accruals basis.

I hope you understand that I find this a rather unsatisfactory situation. It is now a year since supplier payments have been listed on the website yet at no time has there been a clear statement that this data was not taken from actual payments and that is may not be reliable. It is also surprising that in that year, a suitable report programme from the SAP system has not yet been finalised.

The supplier payments list has serious significance; not only is it meant to provide transparency for council tax payers but it is picked up by a number of other bodies as a way of assessing how much is being spent with a specific supplier. I am now at a loss as to what to believe about the supplier payments list for last year as it has lost all creditability.

I would reiterate my comments made at the recent Audit Committee, that this is yet more evidence that the shift management emphasis to delivering the One Barnet Outsourcing Programme seems to have taken away the focus of getting the day to day operation of the council running properly.
