In the latest Delegated Powers Report we see that RM Counrtyside Services have been appointed to take out all the 408 current pay and display machines. In addition, they will put in some regular time plate posts to replace the existing low posts. And the cost of this work? £80,244. Now what is interesting is that the council invited three companies to bid but "once the specifications were confirmed and the programmed timetable provided, two of the tenderers withdrew". Given the all the critisism of the Council's procurement performance I would have thought that they would have gone back out to tender. Oh no just award it to RM Countryside - they are "a known and trusted contractor that has worked with L B Barnet
for some time providing consistently high quality work". Are Barnet residents happy that at a time of cuts in essential services, £80,000 is spent to get rid of something many residents actually want? Only in Barnet!

Cashless Parking - Choices, What Choices?
At last night's Business Management Overview and Scrutiny Committee meeting there was a lengthy debate about the cashless parking system. The council has introduced a system where you can buy a parking ticket at shops that have the PayPoint service. Having watched the committee (thanks to the exceptionally community minded Barnet Bugle)it is clear that this is a sop and will be phased out as soon as possible. Indeed Cllr Coleman said the council would not promote the PayPoint service as they want people to use payment by phone only. The committee also confirmed that you will only get 3 minutes to buy your ticket at a PayPoint outlet before you risk getting a penalty notice.
Now some may say I am a cynic, but my guess is that Barnet will keep as quiet as possible about this PayPoint option and when no one uses it they will say they are vindicated in phasing it out. Having stood on a busy road with credit card in one hand, phone in the other, trying to listen to the instructions I can tell you it is not as simple as Cllr Coleman suggests. Also there are a great many people in Barnet who have English as a second language and who may find it much easier to pay at a shop.
Barnet Council talks a lot about improving choice so why didn't they consider prepaid scratch cards for parking which they use in Westminster. Westminster states on its website,
" While Pay by Phone parking offers customers a range of benefits, Westminster City Council is aware that there are motorists who are unable (because they don't have a debit/credit card and/or a mobile phone) to use the service and others who may feel more comfortable using an alternative payment method".
I guess the answer is because Barnet just doesn't care!

Brian Coleman abolishes pay and display parking in Barnet – bloggers call for Cabinet call-in and consultation
Joint statement from Barnet Bloggers
It has been brought to our attention that Councillor Brian Coleman has signed off, using delegated powers, a decision abolishing pay and display parking in the London Borough of Barnet. We believe that this is much too important an issue to be left to just one councillor to use delegated powers, and we call for the cabinet to call the paper in for review by the full cabinet.
The relevant report states that call-in must be done by 15th August. http://committeepapers.barnet.gov.uk/democracy/reports/reportdetail.asp?ReportID=10559The people of Barnet deserve better than to have such important decisions passed without debate. This change affects many residents, businesses and visitors to the Borough. We call on the cabinet to reject this change and follow the example of other Boroughs, where residents, businesses and other impacted organisations are properly consulted, before such changes are approved.

Council step back from cashless only parking policy
For all the talk of a cashless only pay by phone parking system being introduced, it appears that the council are having to bow to the pressure of so many people who say they do not have mobile phones. I read in the latest tranche of Delegated Powers Reports that Barnet are contracting with PayPoint to allow people to pay for their parking in local shops which have a PayPoint terminal. PayPoint also operate the telephone payment system so the two systems should work together. There will be a fee to pay by cash of 5% of the value of each transaction, with a minimum fee of 15p per transaction.
Having tried to park at 4 separate locations in the last week only to find that on each occasion the pay and display machines were not accepting cash, I think this is probably a welcome step not only for drivers but also for shopkeepers and the Council who must be losing significant revenue from people who simply drive away when they can't pay by cash.
